| Senior Manager, Regional Health Information Management PREFERRED SKILLS: Knowledge and experience in Health information management processes, regulatory and accreditation requirements and experienced manager of health care personnel PURPOSE: (One sentence summary of the job function.) The Sr. Manager, Regional Health Information Management (RHIM) is responsible for directing and coordinating the day to day operations of health information management activities within the Mid-Atlantic States region. Responsible for the formulation, communication, and implementation of short and long term strategies, policies, systems, and procedures for the management of medical information and patient records in the Mid-Atlantic States region. The incumbent provides leadership and expertise in developing, supporting, and maintaining systems that ensure provision of accurate, timely, and appropriate medical information to providers, patients, and legitimate outside requesters. This position consistently supports compliance and Kaiser Permanente's Code of Conduct by adhering to federal, state and local laws and regulations, accreditation and licenser requirements and Kaiser Permanente's policies and procedures. ACCOUNTABILITIES: (List of 4 - 6 primary responsibilities, not activities, in order of importance) Formulates and implements strategies, policies, systems and procedures for center HIMS activities in the region. Direct supervision of the Area HIM Managers in the daily operations of the center HIMS functions, including document imaging, forms completion and release of information in addition to other aspects of managing patient health information. Directs, plans, and evaluates all professional and technical aspects of the region's health information management systems providing broad and appropriate communication and feedback to medical center HIM departments. Acts as a change agent to ensure the HIM departments in the centers are able to identify and meet the outcome expectations of their customers. Manages the development, implementation, and communication of policies and procedures for health information management in the region. Represents the RHIM department on appropriate regional task forces, such as the Form Committee, SITUS Workgroup, and Risk Management efforts, to ensure that medical records meet all legal and regulatory . Acts as a liaison between KPMAS and outside entities (i.e. hospitals) regarding patient health information systems, policies, and procedures. Performs periodic audits of the policies, procedures, and systems of the HIM areas to ensure that they support the goals of the departments and the strategies of the region. Develops systems of control to assure the confidentiality of medical information and the protection of the record in which it is contained. Develops, establishes, and maintains an efficient system for the multi-media storage, retrieval, and retention of medical information. Participates in the development and implementation of automated systems including KPHealthConnect, providing medical information to KPMAS staff and providers. Communicates and coordinates medical information activities with the Information Systems department and provides input regarding the operational impact of automation. Develops and maintains medical information systems that provide the capacity for appropriately responding to requests for release of information. Ensures that patient record management procedures comply with legal, regulatory, and accrediting agencies' requirements. Keeps current with regulatory and accreditation requirements and ensures medical information systems and operations compliance. Provides interpretation of and disseminates information on changes in requirements in a timely manner. Works in concert with Legal Services and Government Relations regarding legislative and regulatory matters. Provides input regarding the relevance and impact on proposed legislation to KPMAS. Remains current on issues related to confidentiality and security of medical information systems and the specific information contained therein. Ensures the confidentiality of information whether it is contained in hard copy, film, disk, scanned, or other media. Coordinates and directs the development, support, and maintenance of Quality Assurance activities involving health information management. Provides expertise and support for QA activities of other departments interfacing with medical information systems. Participates in and supports SITUS activities in the region. Acts as a consultant to managers and supervisors on issues pertaining to medical records. Meets regularly with service area leadership to ensure strategies for health information management are consistent with those of the service area. Meets regularly with Area HIMS Managers to align priorities with regional strategies and objectives, communicates information, and assists in establishing consensus. Responsible for the development of regional standards for HIM department staffing and productivity. Establishes and manages the relationship with outside copy service to include developing and issuing requests for proposals and contract management and issue resolution of disputes. Maintains accountability for cost control and revenue recovery. Acts as a liaison to Facility Planning and Development Department regarding functional design of space for HIM departments. MINIMUM REQUIREMENTS - Relevant Years of Experience: Seven years of progressive health information management experience in an electronic and paper environment required. Five years of supervision of health care personnel required. Knowledge and experience in information privacy laws, access, release of information and release control technologies required. Knowledge of regulatory and accreditation requirements for medical information required. Clinical experience and knowledge of medical terminology required. Education and/or Classes: Bachelor's Degree in Health Information Administration, MPH, Health Administration, Health Informatics or related field required. License, Certification and/or Designation: RHIT required. RHIA strongly preferred. |
